SUMMARY:

Responsible for developing, administering and maintaining appropriate records for Human Resource policies and procedures that include recruitment and orientation, benefits and compensation administration, employee counseling and terminations.  This position is also responsible for the administration of payroll, Workers Compensation and disability benefits.

 

ESSENTIAL FUNCTIONS: 

  • Conduct organizational needs assessments and coordinate recruitment efforts for all exempt and nonexempt personnel; conduct new-employee orientations.
  • Development of an employee-oriented company culture that emphasizes the agency mission of providing safe, reliable and caring services to members of our community.
  • Responsible for employee retention, development and employee relations counseling.
  • Review and make recommendations to senior management for improvement of the agency’s policies, procedures and practices on personnel and payroll matters.
  • Leads company compliance with all existing governmental and labor legal and government reporting requirements (i.e. EEO, ERISA, ADA).  Prepares information requested or required for compliance with laws.
  • Assist senior management in the annual review, preparation and administration of agency wage and salary program.
  • Coordinate and conduct exit interviews.
  • Work directly with department managers to assist them in carrying out their responsibilities on personnel matters.
  • Recommends, evaluates and participates in staff development for the agency.
  • Develops and maintains a human resource system that meets agency personnel information needs.
  • Supervises the staff of the human resource/payroll department.
  • Implements and annually updates compensation program; rewrites job descriptions as necessary; conducts annual salary surveys; monitors the performance evaluation program and revises as necessary.
  • Develop, recommend and administer personnel policies and procedures; perform benefits administration to include claims filing, resolution and change reporting.
  • Establishes and maintains department records and reports. Participates in administrative staff meetings and the safety committee.
  • Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
  • Performs other related duties as required and assigned. 

 

OTHER FUNCTIONS:

  • May assist with United Way fund raising, coordinating Agency social functions and similar activities.

 

QUALIFICATIONS (KNOWLEDGE, SKILLS, ABILITIES): 

  • Outstanding interpersonal relationship and employee coaching skills.
  • Excellent computer skills in a Microsoft Windows environment.  Must include knowledge of Excel and skills in HRIS.
  • Knowledge and experience in employment law, compensation, organizational planning, recruitment, employee relations, safety and employee engagement.
  • Demonstrated critical thinking and analytical skills.
  • Better than average written and spoken communications skills

  

EDUCATION and/or EXPERIENCE: 

  • Bachelor’s degree, preferably in Human Resource Management
  • Minimum 5-7 years’ progressive leadership experience in Human Resources positions
  • Active affiliation with appropriate Human Resources networks and organizations and ongoing community involvement preferred.
  • Supervisory experience
